I was just wondering what I would need to do to make a full Tilean army. Would I need to download some special army book or could I use the empire book? I really want to make a Tilean army. I'm not sure if I want a merchant prince and his force or if I want to have a full merc. Either way what would I need to have an army like this?

You could download the DoW rules from the GW Website, that is pretty much a Tilean army.
It has everything you need, Pikemen, Crossbows, Duellists, Fast and Light Cav. You can still get a hold of Pikemen and Tilean Crossbowmen on the UK Online Store too.
You could use the Empire book but it doesn't represent them very well.

Ok I'l download the Dogs of War Army list from the website. I've decide on making a Merchant prince army from Pavona. There colours will be green and yellow, since Tilea pretty much represents Italy in the old world. Or maybe green and blue. I dont know I have to look up heradlrys now for italy and such.

Also, I want to build an army that is a standing merchant army for Pavona, but would I still need to have a paymasteR?

You still need a Paymaster, you could just use a Battle Standard model for him instead though with the city colours.
