What exactly does the detachment rule let you do?

It lets you attatch up to 2 smaller units to a 'parent' unit. They can be up to half the strength of the parent unit but with no standard, champ or musician.
When the parent unit is charged the detatchment can counter charge into the enemies flank, thus negating their rank bonus, striking first etc. If they have missile weapons they can stand and shoot against the unit charging the parent unit without any negative to hit modifiers and can still shoot even if they were within half their charge distance.
When the parent unit charges, the detatchment can make a supporting charge and charge the enemy in the flank, even when they usually would have to charge in the front.
Its a devestating system and one of the main strengths of the Empire army.

when i played empire, I totally did not know about this rule. Maybe thats why i kept getting I disagree kicked by my friends orcs >.<

It is a powerful rule.
I would suggest using a smaller beastherd and warhounds to hit the enemy detatchments whilst a larger herd smash into the parent unit at the same time as I know you play Beasts. That will stop the Empires biggest strength and your more powerful combat units should win these one on one situations.

I'll keep that in mind. At my local shop I know atleast one guy plays empire, so when I play him I'll remember to tie up his detachments.

I know a High Elf payer who loves the idea of detachments so mimics them the best he can with his elves.
Anyway, back on topic:
If you charged the detachment would the parent unitbe able to declare a counter charge or not? I don't know any Empire players at the moment but with the crown campaign coming up there may be a few appearing.

No, parent units can't countercharge. Thats why you often see the Detatchments slightly further back than the parent unit, so the enemy must charge the parent or won't be in charge range at all of the detatchment.
