Rather than a cookie-cutter system like my General Generator, this article discusses how to make your own Special Characters in a more dynamic, free-flowing method, whilst still having something that won't overpower the game.
As a rule, I reccommend you stick to Heroes. That way, the temptation to make an uber character is lessened.
Step 1: The Basic Hero
The quickest and easiest way to make a Hero is, obviously, to use the Army Lists!
For example:
Captain 'Highway' Harlad:

For Hire: Harlad is a Dogs of War Hero.
Equipment: Sword of Might, Brace of Pistols, Light Armour.
What makes Harlad special is not his rules, but the sheer amount of fluff I have for him. I won't go into it here, but suffice to say the easiest way to make a hero of your own is to write fluff about him!
Step 2: Chop and Change
This time, we'll create a Hero using multiple army lists.
Laura Craft, Tomb Robber

For Hire: Laura Craft is a Dogs of War Hero.
Equipment: Blade of Mourning, Pistol, Light Armour.
Like Harlad, Laura is a Dogs of War character. However, to represent her numerous adventures in Khemri, I've given her a weapon from the Khemri army book. This is a quick and easy method of creating a truly unique character.
Step 3: Total Overhaul
Finally, we will consider what characters can be made by totally re-working the rules. Below is a character that has been subject to significant modification.
Luis de Francois

For the Lady! Luis is a Bretonnian Paladin. He may not carry the army Battle Standard.
Equipment: Dracomortis, Heavy Armour, shield.
Vows: Questing Vow.
Virtues: Virtue of Empathy.
SPECIAL RULES:
Pedestrian Knight: After losing his horse in battle, Luis swore never to ride another steed until the Beastman lord responsible died to his sword. As such, he may never ride a mount.
Dracomortis: Forged to destroy monstrous opponents, this sword is a powerful blade capable of defeating even the mightiest wyrm.
Dracomortis grants Luis +1 Attack. In addition, he doubles his strength against opponents with a Toughness of 5 or more.
As you can see, Luis is an unusual knight! Firstly, his sword is made using Dwarf Runes, then he has a rule stating he cannot be mounted (all but unheard of for Bretonnian Knights). Finally, to represent old injuries suffered when he lost his horse, his initiative has been reduced by one. Fortunately, there's a Dwarf Rune that gives +1 Initiative, so I just removed the cost of that rune from his total cost.
So there you have it. With a bit of imagination, it is easy to create a character that is unique, imaginative, and fun to use. Good luck, and may your sword always be sharp!
