I have always thought that Lizardmen are a good starter army.
Lizardmen
They have a really great mix of units. They have the solid infantry in Sauros, these are one of the hardest core units in the game and can even take on Chaos Warriors.
They have large amounts of fast skirmishers in Skins, these are great for harrying an harassing the enemy.
You have the big hitters such as Stegadons and Kroxigors.
Flyers such as Terradons help to slow down the enemy and can pick on enemy war machine crews. Then you have the less common units such as Salamanders, these provide a little fire-support and are a nice change to the other units.
Magic is huge strength for Lizardmen as Slann are the best spellcasters in the entire game, they also have some nice options, such as bieng able to cast spells through Skink priests. _____________________________________________
So, in all, a great army. Good in combat, some fire-power, heavy magical support and can harass the enemy. _____________________________________________
Dark Elves
Dark Elves are perhaps not a good starter army.
They are quite fragile and brittle, their main strength is their speed. The problem here is that you are coming from a 40K background where movement isn't as vital, so you might not be able to utalise this speed to its best effect.
They are decent offensively in combat and have some nice ranged fire-power in Bolt Throwers and Repeater Crossbows (2 shots each with that). Their magic is also very power offensively. _____________________________________________
So in all an army that hits hard but doesn't take getting hit too well, not a great starter army as mistakes will cost you dearly. _____________________________________________
Ogre Kingdoms
These guys are suggested by GW as starter armies.
They hit very hard as they get special attacks when they charge, like chariots. They are brutal in combat but their flanks are vulnerable, to counter this they have units of Gnoblers (weaker Goblins).
They have some fire-power in the form of Leadbelchers (Ogres carrying portable cannons) and the Scraplauncher (A chariot that is also a stonethrower/mortar).
You have units such as Yeti's, Giants, and Gorgers also. The later two are big hitters who opperate alone. Yetis are a fast unit so are good at getting round the flanks of an enemy etc. _____________________________________________
A brutal army but they can be easily exploited by a good commander so not as good a choice as Lizardmen IMO. _____________________________________________
So, its up to you. But I'd go Lizardmen.

Yeh, I think it is the fact that you don't need many models in an Ogre army and that they are easy to paint etc that makes GW say they are a good starter army.
Ogres are still better than a lot of other armies to start with.
