Now, I have a mate who plays a High elf force pretty much made up of all cavalry (Silver helms), with a great eagle and a small group of shadow warriors.
Now, the problem mainly, I think, is movement. I can't get close enough to charge without him charging me first. (His bigger unit of Silver Helms with general has the banner that lets you ignore difficult terrain?) The shadow warriors barely take any casualties on my force, so I can leave them be for now. The eagle is easily dealt with by my Leadbelchers. But how can I sort those cavalry out?

You should try luring his units in with a flee charge reaction and having one of your units smash into his flanks. He will be charging you from quite a distance if your not able to get the charge off, which means you will escape when you flee as a charge reaction.
Have a small unit of Bulls do this, with a Musician so they can rally later on. Then use a small unit of Ironguts to slam into his flank.
Leadbelchers should also work great against Silver Helms, they don't have the best cavalry armour in the game, youshould be able to shoot as you get your 6'' move then your 12'' weapons, your enemy will probably be only trying to stay out of your 12'' charge range, but you can hurt him at 18''. They should cause plenty of damage on a unit of Silver Helms with their armour piercing shots.
