I myself am not a High Elf player, but when some start to come around, this should give them something to start with.
Please post such information as:
Army List Ideas Unit Effectiveness Unit/Whole army tactics Commander Equipment and enemy specific Tactics.

Ive delt with the 4 issue, no problems Glade Guardian i'm sure it was an accident.
Anyway i must admit that high elves are one of the few armies i have very little experience in facing (or using).
The speed combined with magic and firepower is often quite lethal (much like skaven in that regards).
Strength 4 units are often the downfall of many an elven unit particularly when the initiative is lost and they are charged.

A HE player here, weakness of HE armies is small hard armies that are averagly mobile or very shooty armies. Lizzies and Chaos. Ogres to an extent. Its strength is in grinding down less talented cheap troops. They can kill undead and daemons like nobodies business. HE need a slight points revision cause of their infantry is highly priced.

Id be very wary of the extremely fast units such as the light cavalry and chariots (well it has a big charge range) as these could catch you by suprise and get a charge off when you considered yourself out of range.
The magic can also damage you. So try to take out any mages hanging around on their own.
Try to keep out of their linesof fire as high elf fire power canbe quite effective particularly for your lightly armoured force.

I think the difference between HE and WE is the amount of skirmishes. So HE will be more clubsersome to monuvere and less units. So this could easily pllay to anyones advantage

Well i've been playing High Elves 4 some 10 years now so i have "some" experience.
It's true high elves have great magic and effective shooting, though what makes a true elite HE player strong is his ability to weave the different components of his army together to make a very fast flowing and elusive force. If you can identify early the relation between units you can bring his battle plan undone (Hmm that one sounds a bit general?!)
Despite the revision to WHFB HE are one of the armies that have a focus on characters, they get great cheap magic equipment and are quite tactically flexible.
For those that want to pull 'em down here are a few pointers.
Bolt Throwers: Try to flank and get in combat but one of the most effective weapons against Bolt Throwers are crossbowmen. BT only have a crew of 2 so it only takes a couple of lucky shots to reduce their effectiveness.
Cavalry/Chariots: These can be a nutter, take out the chariots with high S missle fire, this will take it's toll on the HE charge, use skirmishers to slow down the enemy.
Swordmaster: One of my favourite HE units, Keep your cavalry away from these boys as they have S5 with their GS and strike in initiative order. Use Missle fire or magic (easier said than done) Or swamp them with blocks of infantry.
Spearmen and Seaguard: Another cavalry killer. Try to whittle down their ranks with missle fire etc and flank charge, these units tend to be vulnerable to spells which target masses and template type warmachines such as mortars etc.
Shadow Warriors: The other favoured unit of mine. If you are playing against a veteran HE player be very wary of his shadow warriors. A good HE player slow marches with SW and tie up the units he wants to charge. One of my favourite tactics is to give a lord shadow armour then say the Reaver bow and 9-12 SW, making this one of the most pesky Skirmish units you'll ever find.
I could go on and on but the lords of Ulthuan will curse me forever, but one last thing is high elf magic, Try to take plenty of dispell dice and scrolls, a good HE player will try to whittle away your dice with low level spells and bound items, so try to save some dice and a scroll or 2.
blah blah sorry this probably wasn't helpfull at all.
I gotta get back to work so i'll give everyone a well balanced break down l8r of the pros and different configs i've had (alot) of success with
